A Brooklyn City Councilman is proposing legislation that, if passed, will fine restaurants up to $250 for hiding "when gratuity has been included in customers' bills" and will force restaurants to make it clear when gratuity has already been added. Says the councilman: "We're not looking to hurt the hard-working waitstaff at restaurants ... But at the same time, we don't want you to trick people into tipping you twice." [NYP]
