New Orleans is in the midst of a nerve-wracking crackdown: "Bar owners are on alert after Murphy Painter, commissioner of the state Office for Alcohol and Tobacco Control, dispatched armed agents to the Crescent City to conduct spot inspections ... The ATC office is attempting to gauge whether the bars are operating as restaurants."
