The rumors were true, and in Washington DC, Tom Sietsema has handed out four stars to Rasika, making chef Vikram Sunderam's upscale Indian restaurant the first ethnic restaurant in DC to receive that distinction. A snippet: "Rasika, in Penn Quarter, is in a class all its own, jumping from 3 1/2 to four stars this year.
